Thomas B. Fordham Institute released a report analyzing and projecting the impact of pension and retiree health care obligations on the budgets of three school districts: Milwaukee Public Schools, Cleveland Metropolitan School District, and the School District of Philadelphia. In February 2013 they also released a report exploring the relationship between pension reform and teacher quality.
